HAP and DHS Launch Collaborative Project to Help Families Become Self-Sufficient

HAP and Oregon’s Department of Human Services (DHS) are launching a new twist on HAP’s Opportunity Housing Initiative (OHI) program model.  HAP and the DHS Children, Adult, and Families office serving Multnomah County will work together to more comprehensively assist families transitioning to self-sufficiency by combining housing and service resources.  This is HAP’s first OHI project that is program-based, rather than site-based.

HAP will make Section 8 vouchers available to 25 clients who are served by DHS, and the two organizations will split responsibility for case management over a five-year period.  Families will be encouraged to plan for their lives in the long-term and to successfully transition off public assistance through case management, employment services, and training in financial literacy.  Once participants have completed the program and the voucher has been returned to HAP, DHS will be able to “reuse” it for a new client.   

“In order to grow this program so we can reach more families, we are combining forces with another organization to share resources and make our work more effective,” said Rachael Duke, HAP’s assistant director of resident services.  “Our shared objective is to move families into self-sufficiency more quickly and more successfully than either program could do alone.”


Katie Such Named HAP's New Deputy Executive Director

Catherine (Katie) Such, a member of HAP’s board of commissioners for three years, has stepped down from her board position to join the agency as deputy executive director on June 2.  The native Oregonian replaces Margaret Van Vliet who announced her departure earlier this year.

In her new position, Such will have executive oversight for the agency’s real estate, rent assistance and resident services operations.  As a senior vice president at PNC Bank, she brings a deep background in commercial real estate and affordable housing financing and investment.

“I’ve always had great respect for HAP and its staff,” said Such, “and I’ve long wanted to find a position in which I could make a difference locally.  This opportunity to work for HAP was irresistible – it combines both a mission I care about and people I admire, and all while working in my favorite city.  I’m a believer in collaboration and partnerships,’ she continued.  “HAP has an important role to play within our community and I look forward to the opportunity to help shape that role.”

HAP Deeds Land to City of Fairview for Nature Park 

A three-acre park has now nearly tripled in size thanks to an official transfer of 5.17 acres from HAP to the City of Fairview. The nature park is located just north of HAP’s Fairview Oaks and Woods apartment community.

In 1995, the original developer dedicated eight acres of land for a natural area and park to HAP, who then deeded three acres to Fairview.  The thickly-forested area is home to a nature trail with interpretive signage, wetlands area, and native trees and shrubs.  Over time, the area has been used as one park due to the intersecting trails, so HAP has worked in partnership with Fairview to maintain the park and its amenities.  Fairview intends to maintain this forested area as a community resource, with improved access, enhanced trails and amenities, and increased security.

“We look forward to making this a park where people want to go,” said Fairview Mayor Mike Weatherby.  “This is a beautiful park and one that we can all be proud of.  We are engaging the neighbors, residents, our Parks committee and others in the community to work together to help us take advantage of its endless opportunities.”

HAP PROFILE: Margaret Van Vliet

Affordable housing and Margaret Van Vliet have been linked for more than 15 years.  Now after eight years at HAP – the last three as deputy executive director – she steps down to focus on her own home, her family and new directions.

Van Vliet’s accomplishments at HAP are many.  From the redevelopment of the old Civic Apartments into The Morrison to strengthened performance of the real estate portfolio to improved internal management functions, she has invested herself in the needs of the community and has made a lasting difference.  She considers her greatest achievement to be the restructure of HAP’s public housing operations into an asset management system, recognized for its effectiveness by HUD and housing authority industry peers.

“We have great people here in the housing system,” said Van Vliet.  “I will miss the energy, hard work and commitment we’ve shared over these last eight years.”  She leaves with no regrets and a deep belief in the important role assisted housing plays in the community.  “There is more we can do as a community in caring for public housing and understanding how it helps people out of poverty.”

Steve Rudman, HAP’s executive director, said “Margaret will be missed tremendously.  She represents the best in public service – a smart and caring executive dedicated to fulfilling our mission in the most effective way possible.”
