Section 8 Landlord Opportunities and Benefits

A Relationship of Mutual Benefit
Being a Section 8 landlord can give you the satisfaction of making it possible for low income families to enjoy decent, safe and sanitary housing. Landlords benefit as well by enjoying the following aspects of the program:

  • Owners/landlords are required to provide a lease/rental agreement. The lease should not be signed and dated until after HAP approval. The term of the lease will be a minimum of 12 months but may not total 365 days. HAP will determine the beginning and end dates of the lease. All leases will end on the last day of the month prior to the start month (i.e. starts 11/03/04 - ends 10/31/05)
  • Owners get rent security
  • Yearly inspections of the unit
  • Fair market rental rates
  • Strict renter responsibilities defined in the lease addendum
  • On-time payments from HAP
Families are awarded a Housing Choice Voucher permitting them to find suitable housing of their choice from private market landlords who are interested in participating in the program. HAP pays a set amount, directly to the landlord, and the renter pays the difference. Other than expecting a portion of the rent regularly each month from the Housing Authority, you have the same type of renter/landlord relationship that you have with non-Section 8 renters.

Additional Benefits for Section 8 Landlords
Our award-winning Landlord Advisory Committee meets bi-monthly to work with Section 8 Staff to improve landlord relations. The committee's goals are to simplify the Section 8 program for landlords, simplify forms, provide a forum for landlord issues, train landlords, market the program and work cooperatively with HAP, local law enforcement agencies, and community groups to improve the program.

Landlord Trainings These low-cost training opportunities are scheduled 4-6 times per year, covering things such as Oregon landlord/tenant law, Section 8 procedures, unit maintenance, lead-based paint issues, etc.

Housing Quality Standards (HQS)
As part of our commitment to provide safe, sanitary, and affordable housing to our participants, we maintain certain Housing Quality Standards. When a Section 8 participant is interested in renting your unit, it must be inspected for certain items. Once you have agreed to accept a Section 8 subsidy, the Section 8 participant will submit a Request for Tenancy Approval. At that time an inspector will contact you to make an appointment for an inspection of the unit to make sure it meets the requirements. Items which will violate Housing Quality Standards (HQS) include such things as: peeling or flaking paint, unsafe or rotted porches, windows that are cracked or broken, leaks, lack of proper ventilation of flue on hot water tank, weak or broken floor boards, extension cord outlets, exposed plumbing, missing electrical outlet covers or switch plates, and inoperable smoke detectors.

Renter Responsibility is Part of our Contract
The Housing Authority of Portland has made responsibility part of our contract by including landlord and renter obligations. The obligations on the part of the renter are:

  • Pay share of the rent to the owner in a timely and consistent manner
  • Meet lease conditions
  • Pay security deposit
  • Permit reasonable inspection by HAP and the owner
  • Give HAP notice of change in income, family composition, or intent to move as per HUD regulations
  • Cooperate with HAP's review of income and avoid criminal activity
