Rules for Parking of Motor Vehicles
The
following list of rules and regulations applies to Residents in HAP's
Public Housing. Please call your manager if you have any questions regarding
the parking policy. 1. HAP may designate parking spaces.
At HAP developments, which have parking lots, HAP may designate, by markings and/or signs, allowable uses for the space in the lots. Designations may include, but are not limited to, RESIDENT PARKING, VISITOR PARKING, HAP STAFF PARKING, HANDICAP PARKING, NO PARKING , etc. Any space not otherwise marked is hereby designated for RESIDENT PARKING only.
2. Vehicle Registration.
On-site parking of Resident-controlled vehicles is restricted to one vehicle per household, unless written approval from HAP is given to park more than one vehicle. A Resident must register with HAP the vehicle s/he wishes to park on-site. Registration is available for a vehicle owned by a Resident, and, at the discretion of HAP, a vehicle that a Resident does not own, but which s/he has permission (on file) to use indefinitely. All registered vehicles must display a HAP parking sticker in the lower left corner of the rear window, or, for motorcycles, in a visible location.
3. Storage and Repairs.
Storage of boats, trailers, campers, canopies, automobiles, and anything else is prohibited in the parking areas. Repair of vehicles in the parking areas is prohibited.
4. Vehicles which may be parked.
a) A vehicle which is currently licensed and operable and which properly displays a current valid HAP registration sticker in the development at which the Resident lives; and/or
b) A vehicle parked in designated VISITOR PARKING space by a non-resident who is visiting Residents. Parking in these spaces is limited to 6 hours at any one time unless otherwise approved by HAP.
5. Vehicles which may not be parked.
A vehicle which is inoperable or which does not display valid current state license plates;
A vehicle which is not registered with HAP, or which does not properly display a current valid HAP registration sticker;
A vehicle which is blocking the free flow of traffic through any parking areas;
A vehicle which is parked in a fire lane;
A vehicle which is creating a hazard to any Resident, Resident's property, HAP employee, or HAP property;
A vehicle which is parked in a VISITORS PARKING space for more than 6 hours at any one time, unless otherwise approved by HAP;
A vehicle being repaired;
A vehicle being stored on the lot;
A vehicle parked outside a designated space;
A vehicle parked in an inappropriate space, for example, a Resident-controlled vehicle parked in a VISITOR PARKING space; a visitor's vehicle parked in a RESIDENT PARKING space; or a Resident or visitor vehicle parked in a “HAP Staff Only” parking space, or
A vehicle registered at another HAP development.
6. Vehicles to be impounded; Notice. Any vehicle found to be in violation of these rules is subject to being impounded at the owner's risk and expense. Before impounding, a 72-hour warning notice, with opportunity to correct, will be affixed to a HAP registered inoperable vehicle or a vehicle not displaying a current license. Vehicles in violation of any other rule may be immediately impounded without prior notice, although at HAP's discretion, it may affix a "notice" to such vehicles for informational or tracking purposes.
7. What to do if your vehicle is being towed.
The following are the instructions to follow in the event of a complaint or a dispute over a vehicle tow:
a) Please refrain from disputing the actual tow with the tow truck driver. The driver is unable to resolve any conflicts regarding the tow if the vehicle appears to be improperly parked (i.e., in violation of posted signs or without required parking permits). In addition, the truck driver is unable to adjust the tow price or to exclude the fee. All prices/fees are determined and fixed by the Retriever Towing Company.
b) Prepare a detailed letter to Retriever Towing Company explaining why you feel the tow was invalid. Please include the following information in your complaint letter:
Date of tow
Time of tow
Invoice number
Location of vehicle when towed
Make, model and license plate of vehicle
Tow truck driver's name (if known)
Your name, address and telephone number
Any photographs you have as proof of the validly parked vehicle
Any other information you feel is important and/or relevant
c) Send or fax the complaint letter to: Retriever Towing Company, 1550 NW Kearney, Portland, OR 97209, Phone: (503) 222-4763; FAX (503) 241-9781. A Retriever Towing Company representative will review the complaint and will contact you to inform you of the decision reached by their company. In addition, HAP management will also be informed of the decision.
By following these steps, we hope to place you in direct contact with a Retriever Towing Company representative and to relieve HAP management from having to become involved with these disputes.
