Public Housing Program Eligibility
To be eligible, an applicant household must:

  • Meet income guidelines – Applicant household income must be less than 80% of the median income for the Portland Metropolitan Area. Click Income Guidelines to view current income limits.

  • Meet citizenship requirements – Applicant household must have at least one family member who is a U.S. citizen or has eligible immigration status. Please contact a public housing leasing office for information on what constitutes accepted forms of verification.

  • Meet criteria for residency – Applicant household must meet public housing criteria. Essentially, for eligible applicants, unless household members have engaged in serious criminal behavior, disturbed the peace at past residences, or otherwise not respected rental rules, chances are good that you'll qualify for a home with HAP. However, if you believe you do not meet the requirements, please discuss it with us! We can't promise a solution, but we cannot help unless you ask.
