First, we'll need to make sure you meet the income and program eligibility requirements.
The Housing Authority of Portland has nearly 2500 units in apartment communities throughout Multnomah County and Gresham. A list of individual apartment communities is available in the Interactive Community Guide. Here are a few things you need to know:
- In most cases, you may only apply to live at apartment communities on the Open Waiting List. This changes every month on the first of the month. You can view the current list by clicking on the Open and Closed Waitlists w/ Estimated Wait Time link. If you apply for a community that is not on the Open Waiting List, your application will not be accepted.
- Occupancy is based on your household size and the number of bedrooms in an apartment. This means that there is a minimum and maximum household size for each apartment unit size. For instance, a single person cannot choose to live in a 2-bedroom apartment. The minimum number household size for a 2-bedroom apartment is 2 people. Please see the Occupancy Table for complete information.
- You, a co-head, or spouse must be elderly (62 years of age or older) and/or disabled (for more information read definition of a person with a disability) to qualify for certain public housing communities. These communities are listed under the "Elderly and Disabled Housing Options" section of the Public Housing Apartment Community Directory. Properties that are listed under "Other Housing Options” are available to all applicants.
- Some of our communities have ADA units. These units have special features and are considered fully accessible to individuals who use wheelchairs. If you think you might benefit from this type of unit, please discuss this with the site manager at the community for which you are applying.
- If you have a terminal illness you could be eligible for priority placement on a waiting list. This means that your time on the waiting list would be shortened considerably. In addition, you would be eligible to apply for any community on the Open or Closed Waiting Lists. You must submit a completed Priority Verification Due to Health form with your Public Housing Waiting List Application for consideration.
Take some time to browse the Interactive Community Guide or look through the Public Housing Apartment Community Directory to see which communities on the Open Waiting List(s) best meet the needs of your household. When ready to apply, please do the following:
- Complete the Rental Application – All members of the household planning to live in the unit must be listed on the application. Incomplete applications will be returned unprocessed. Each applicant 18 years of age or older must show a valid photo ID at the time the application is turned in to a public housing apartment community site manager.

- Submit your Rental Application – Applications for this program may be turned in to any community leasing office listed for each apartment community. Leasing office locations can be found by reviewing the Interactive Community Guide or Public Housing Apartment Community Directory. Applications are accepted between 8:30 a.m. and 4:30 p.m. Monday through Friday at all community leasing offices. If delivering the application to a leasing office causes an undue hardship, applications can be faxed or mailed to any office. Once your application has been accepted you will receive a confirmation letter within 5 business days.
- Report all Contact Information Changes – Once your name has been placed on the wait list(s) you must report any changes to your phone number, address or household size immediately. Failure to do so may result in your application being cancelled. Please report any changes to any office location.
