Proposed 10-Year Moving to Work Agreement
HAP is planning to enter into a ten year agreement with the U.S. Dept. of Housing and Urban Development to extend the benefits it gets under the Moving to Work (MTW) program. To read a backgrounder fact sheet and the full text of the proposed agreement, click here.

Moving to Work Annual Plan and Report
Since April 1, 1999, HAP has been operating as a HUD-designated Moving to Work (MTW) agency. MTW goals emphasize increased agency cost-effectiveness, increased resident self-sufficiency, and increased housing choice for low-income families. The MTW designation allows a housing authority to intermingle its operating subsidies, capital allocations, and Section 8 tenant-based assistance in conducting its operations as long as it houses basically the same resident profile as pre-MTW designation. Construction Completed at The Morrison; 45 Units are Permanent Supportive Housing
The Morrison, a five-story, 140-unit affordable housing apartment complex under construction near PGE Park is complete. Among The Morrison's housing options are 45 units of permanent supportive housing, which are critical to the City of Portland's plan to end chronic homelessness.

HAP Holds Open House for Residents and Participants; More to Come
Over 130 affordable and public housing residents and Section 8 participants attended an all-HAP Open House on June 8, 2006. Attendees spent time with HAP staff and commissioners discussing important issues at the successful three hour evening event. HAP Report Details Success of the Community and Supportive Services Program
Community and Supportive Services (CSS) was formed in 2003 to provide services to relocated residents of the former Columbia Villa community. The story of HOPE VI and HAP's New Columbia project is about strength, building community and taking ownership - of oneself and one's future. For the more than 400 families affected by the Villa's closure the birth of New Columbia, regardless of whether or not residents return, is a new beginning.
