Section 504 and Americans with Disabilities Act (ADA) Self-Evaluation, Needs Assessment and Transition Plan

The purpose of the Self-Evaluation, Needs Assessment and Transition Plan is to determine if an agency is in compliance with Section 504 of the Rehabilitation Act of 1973 and with the Americans with Disabilities Act. Self-Evaluation

This evaluation, conducted over a three-month period starting in October 2003, examines HAP's internal policies and procedures relating to both its clients and employees. It also assesses the physical accessibility of all HAP's offices and properties. The evaluation contains three sections including; the narrative, which highlights each area of the agency that was examined, the facilities assessment, which includes a comprehensive inspection of each HAP office and property and the attachments, which is a compilation of documents referenced in the narrative.

Need Assessment
The Needs Assessment describes the process by which HAP received input from public housing residents, HAP Staff and community members regarding the Self-Evaluation. Those involved had the opportunity to individually request the full document for review or to participate in larger group meetings. In addition, HAP's 504 Disability Advisory Board reviewed the document and provided feedback on the kinds of improvements that HAP could implement to improve services toward people with disabilities.

Transition Plan
This document presents feedback collected during the Needs Assessment as well as non-compliance areas found during the Self-Evaluation. The components of the plan include the following:

• Suggested Policy/ Procedure Changes – While HAP's policies and procedures do not violate ADA/504 guidelines, the Needs Assessment generated several suggestions from residents, participants and outside agencies. These comments focused on how HAP might be more accommodating to persons with disabilities.

Areas of Non-Compliance – The bulk of items in the Transition Plan include structural or physical changes to public housing properties. Many of the items required minor changes and were able to be completed by HAP maintenance staff, however a handful of issues required using funds from the Capital Budget. This list includes plans for alleviating non-compliance issues, a timeline for completion, and additional information related to the prioritization.

This is a list of current ADA units as well as those sites intended for future development. Currently 3.7% of HAP's units are fully accessible or adaptable. The ADA Development Plan will bring the percentage of accessible/ adaptable units in Public Housing
up to 5%.
