Affordable Housing Executive Named Deputy Executive Director of HAP

PORTLAND, Ore. – April 29, 2008 –The Housing Authority of Portland (HAP) announced today that Catherine Such, a senior vice president at PNC Bank, will join the agency as deputy executive director with responsibility for all housing assistance and services operations. She replaces Margaret Van Vliet, who announced earlier this year that she was leaving at the end of May after nearly eight years at HAP.

Such, who has served on the HAP board of commissioners for three years, is leaving her seat on the board and will join HAP’s executive team on June 2.

HAP conducted a national search to fill the agency’s number two position. “We knew it would be tough to replace Margaret, given her multitude of capabilities and achievements,” said Steve Rudman, HAP’s executive director. “I can’t think of a better person to follow Margaret than Katie. Her senior management experience, knowledge of HAP’s operations, and track record in delivering affordable housing make her a great fit for the position.”

For the past 10 years, Such has been in the Portland office of PNC Bank, serving for the last several years as senior vice president/director of asset management at PNC Multifamily Capital. In her ten years at PNC, she has managed departments responsible for affordable housing financing and investment and has been involved in acquisitions, underwriting, investor due diligence, and asset management. She began her career at the Portland Development Commission as a loan officer responsible for underwriting affordable housing projects. Before joining the HAP board, she served on and was co-chair of the Housing and Community Development Commission, a policy advisory body for political leadership in the cities of Portland and Gresham and Multnomah County.

Rudman said Such’s arrival at HAP would benefit the discussion the agency is having with its government and non-profit partners on how best to align the public resources available for affordable housing. “Katie’s breadth of experience with financing, structuring, and operating affordable housing will serve not just HAP, but the larger system, as we look at ways to better coordinate everything from policy goals to programs,” he said.

In her new position, Such will have executive oversight for the agency’s real estate, rent assistance and resident services operations. Some 193 of the agency’s 261 employees are involved in these groups.
