Conceptual Alternatives Screening Report

The Conceptual Alternatives Screening Report evaluated the Housing Authority of Portland's proposal to redesign and reconstruct the 80-acre Columbia Villa public housing development within the City of Portland. The report was prepared pursuant to the National Environmental Policy Act, 42 U.S.C. 4332 (2) (c).
