HAP's Moving to Work Annual Plan and Report

The Housing Authority of Portland is required to submit an annual plan to HUD as part of the Moving to Work (MTW) demonstration project. HAP uses this as an opportunity to review with the community any policy changes that we are considering over the next twelve months.

Amendment to the FY2011 MTW Annual Plan
The Housing Authority of Portland (HAP) is proposing an amendment to its FY2011 MTW Plan regarding planned capital expenditures for the fiscal year based on an award of funds from the American Recovery and Reinvestment Act. A public hearing to inform and seek input on the amendment will be held on Wednesday, September 8, 2010, at 5:00 pm at HAP, 135 SW Ash Street, 6th Floor, Portland, OR. The proposed amendment is available for review at the link below. HAP will be accepting written comments regarding the proposed amendment from August 22 - September 6, 2010. Please submit written comments to the following address: Housing Authority of Portland, Attn: Michael Buonocore, 135 SW Ash Street, Portland, OR 97204. Comments can also be emailed to michaelb@hapdx.org.

What is Moving to Work?
"Moving To Work allows a Public Housing Authority (PHA) to intermingle its operating subsidies, capital allocations, and Section 8 tenant based assistance in conducting its operations as long as it houses basically the same resident profile as pre-MTW. An MTW PHA also receives certain other de-regulatory concessions, such as the ability to waive certain HUD regulations in favor of locally developed polices specifically aimed at the needs of the MTW PHA and its resident population. The aim of MTW is to learn whether PHAs can do a better job for residents with the same amount of money and far more discretion over the policies and procedures that would allow them to operate in the most effective and efficient manner."
(CLPHA News – July/August 2002, p.13)

The Housing Authority of Portland has been operating as a Moving to Work agency since April 1, 1999.
