Housing Authority of Portland Programs
As the largest provider of affordable housing in Oregon, HAP offers a variety of housing options to low-income individuals and families: 3,700 units of affordable housing, 2,500 units of public housing and approximately 8,000 Section 8 rent assistance vouchers. Our housing is available to individuals, families, people with disabilities or special needs and seniors who meet each program's income guidelines.
HAP Affordable Housing
Through this innovative program, HAP develops or acquires properties and hires private property management firms to oversee individual developments. Affordable Housing units range from single room occupancy (SRO) to four-bedroom homes. To view our Affordable Housing portfolio, click here.
HAP Public Housing
Our Public Housing program is composed of 2,500 rental units located throughout Multnomah County that are owned and operated by HAP. Rent levels in Public Housing are approximately 30 percent of the household's monthly adjusted income. Public Housing units range in size from studio apartments to five-bedroom homes. HAP Section 8 Rent Assistance
HAP's Section 8 Rent Assistance program enables low-income residents to rent from any qualified private landlord who accepts rent assistance vouchers. Residents negotiate their own lease, and HAP pays a portion of the monthly rent. Rentals range in size from single room occupancy (SRO) to nine-bedroom homes. For more information, click here.

Shelter is only part of the process of stabilizing individuals and uniting whole communities. HAP provides or connects our residents to essential support services that help them sustain their quality of life while moving toward a more independent lifestyle.
