Housing Authority of Portland: Our Mission

The mission of the Housing Authority of Portland is to assure that the people of the community are sheltered. HAP has a special responsibility to those who encounter barriers to housing because of income, disability or special need.

HAP will continue to promote, operate and develop affordable housing that engenders stability, self-sufficiency, self-respect and pride in its residents and represents a long-term community asset.

HAP will be a community leader to create public commitment, policy and funding to preserve and develop affordable housing.

The Housing Authority of Portland recognizes the plight of individuals and families whose life challenges may see them living in poor or unbearable conditions. Our organization currently serves 33,000 citizens, with 2,500 public housing units, 3,700 affordable housing units and 8,000 rent assistance vouchers. HAP's services help citizens work toward independence and foster self-esteem in thousands of individuals and families. By providing a sound structure for people in need, we expand their opportunities to achieve a dignified and productive future.

Our residents come to us with a need borne of economic and personal hardship. While we recognize that need, we also recognize the individual. We help people of all cultures and races who bring a host of life experiences and values to the table. As such, we are committed to increasing our housing choices: we want our residents to feel at home. In light of the growing demand for housing, HAP has redesigned its application process to provide broader access. While the number of applicants far outweighs the units available, our system strives to provide shelter and comfort in a fair, unbiased way.

We know the search for housing can be overwhelming, which is why our customer service centers are equipped with the proper resources to handle your inquiries. Along with customer care, stewardship is also a measure of HAP's success. We are accountable to the community to ensure that our housing is safe and decent, and that our properties remain an asset to both the people who live in them and the community at large.

We couldn't accomplish our goals without the assistance of more than 100 partners, from the U.S. Department of Housing and Urban Development to our local government allies -- the City of Portland, Multnomah County and the City of Gresham, along with numerous nonprofit and private sector organizations. And we certainly couldn't do it without the extraordinary dedication and effort of our Board of Commissioners. Together, we are able to fulfill our commitment to affordable housing for those in the community who need us.
